Iowa rules that affect a paycheck
- Iowa taxes all individual income at a flat 3.8% in 2026, the Department of Revenue announced, applied to the same taxable income as the federal return.
- Unemployment insurance in Iowa is paid by employers only; Alaska, New Jersey and Pennsylvania are the states that withhold a worker share.
- No separate state deduction: Iowa taxes federal taxable income, so the federal standard deduction carries over; personal exemption credit $40 ($80 joint).
- Iowa starts from federal taxable income, so the federal standard deduction already applies, and then takes $40 off the tax for each personal credit (two for a joint return or head of household). Iowa school districts may add a school district surtax — a percentage of the state tax set district by district (0% to 18% in the 2025 list) — which is not included here because the Department of Revenue has published only the 2025 district rates.
- Wage earners file a Iowa return as well as the federal one; for 2026 income both are generally due April 15, 2027.
